San Carlos Permits

How long in advance can permits be purchased for San Carlos?  It seems like there have been fiascos recently during the busy times.  I almost stopped Saturday afternoon on the way back because we are planning to fish on the 20th but I didn't want to spend $28. and possibly have to cancel the trip later.
